Why did I start out more than I need to look at the face of Duce when I analyze these complicated things?
I have repeatedly presented in my writings a table showing our national assets, especially those in the livestock, sheep, goats and cows. The data is taken from the first volume of a book called “The Rights of Albanian Ethnicity” written by the Franciscan fathers who never finished the second volume of this book because they all ended up in prison or were killed after 1944.
The presented data belong to the Italian institutes of 1936. They are actually compiled by many Italian emissaries who landed in Albania after the second half of the 30’s of the last century.
In the first plans of Duce it is known that he required the installation of up to four million Italian colonists and at the same time studying up to the character of the areas of Albania to see what grows in them. So just where is the Tabbacco planted and where the wheat is planted, where the horses grow, etc., etc..
A simple reminder of the problem that is left-wing in his opinions, would say that we did not need either Duce’s studies or the jokes of the Italians in general. Hoxha’s system, which in agriculture has invested in land reclamation and upgrading, and has established schools and institutes, is sufficient to judge. Of course this period deserves attention, but the topic is not exhaustive. Hoxha, or his policy, forced that contrary to the earlier studies of the Duce period that precised the problems, to plant grain in Kukes or in Tropoja, what would not be too much to understand that was wrong.
In a simple way, there was a clear opposition to the village’s tradition, which in spite of backwardness, had manually defined what it was suppressing, harnessing, or growing in the place where he lived. Hoxha’s period essentially had a great merit of a bad copying of Sovietics history. It was adopted back to a small place with other lifestyle characteristics. Even worse, the ideas of his period could not be used for livestock, which, after the “swarming process”, led the farmer to buy milk in the city.
But can it be played in the farming sector by referring to Duce and Hoxha at the same time? That would be normal, because all periods have their own features.
The simple example below shows the necessity of a study like this, especially because of the crazy period we are living and which we mistakenly call the transition.
At least until the beginning of the last years of Communist rule, there was a factory in Vlora, which seemed to help in skin regiment. Albania had a shoe production factory in Gjirokastra and Korça, and that was normal. These two areas had a livestock character and the raw material for the shoe production came mainly from them. The Vlora Regiment Factory was built in the time of the Italians of Duce and was preserved later. Today, without asking at all, you may know that it does not exist. Obviously, a simple observator can say that this doesn’t have any great importance. While the problem is bigger than it seems. Albanian shoe manufacturers who work with the order of raw materials, or, as we say otherwise, work with factories, buy their skins to Egypt.
One of them, attempting the close cycle, multiplied his business income or production, trying to buy the skin himself. Legends or realities of the period indicate attempts by foreigners or locals who unsuccessfully sought to collect skin or milk to develop their business. Failure, of course, is first associated with a simple factor. The process requires the development of many linked pieces , which naturally does not exist in these areas, just as there is no national policy for this kind of chain.
The problem is actually much more complicated. From it depends the solution of the bid-offer formula. The high price of the shoe causes the minimum to not reach the recirculation of the goods on the market and so go with your hands to self-destruction. A citizen who has an income of around 300,000 LEKE per month, can not buy shoes more than once a year that have a minimum price of up to 10 days of work.
Deepening into such problems leads to the idea of returning to the Duce period, which built by a logical idea ,a factory to drill the skins in the area where the largest livestock was concentrated.
In its essence, the problem goes to management in agriculture and livestock. It can no longer be a policy of small parties who see this story as a trophy of war and invent instruments behind instruments to help the peasant.
But as we still boast of such stupid things, our neighbor, who in many respects is weaker than we, at least in resources, Macedonia invests in agriculture, an almost twenty-fold steep. But where does she find it nearly 200 million euros to invest in agriculture, while we throw 10 million such?
The answer may be of a different nature and the hypothesis laid out here may be naive, but it should nevertheless serve the thesis that in agriculture you should run.
The illustrative example is the one of Vlora’s type. By failing to build the slaughterhouse’s concentration policy, but by letting them disperse where to work and to defeat, Albania first loses those skins that are needed for shoe production. Then it adds the amount of uncontrolled meat, which can be all sorts of quality that only adds the sick to the ranks of the hospitals.
Still, this is an even more important fact, Albania is not allowed because of such a policy to export to the European market even one single kilogram of meat, though in most cases it may be bio. Meanwhile, Macedonia exports, as I have written in other cases, over 250 000 lambs every year.
How if we come back to the core of the problem again? How does Macedonia find 200 million euros to invest annually on agriculture?
It is posibile that she will not subsidize her seedlings with her policy, but she tries to achieve such a chain of production from the producer to the consumer with this subsidy. Simply, it gives money first to avoid informality, by creating the chain above. Then, this money is reimbursed in various forms from tax to export.
And then we can resume.
The factory built by the Duce in the war years, or before it, allows the collection of skins that add footwear or other products. All this regulates the market demand-offer. Concentration of links between the producer and the consumer leads to a number of other operations and ultimately in accepting from Europe our exports.
As I said in the title of this article with a little joke, during the day i have in my eyes Duce and in the night Macedonia. As is normal with a journalist who is not specialized in the field, you may hear or see minor or large defects. But anyway, at the last, these kinds of scripture apply to those who know best these things…
At the last, after twenty-five years in which we only eat politics, we have to understand that we do not go anywhere, but only feed the legends of coffees with supposedly opposition-position warfare.
